Justin Magruder, Ph.D., Founder, Managing Partner Dr. Justin Magruder is the Managing Partner with Noetic, and the former Chief Data Officer at SAIC, a Fortune 500 IT services company in Reston, Virginia, and the former Chief Data Officer at Freddie Mac, a government-sponsored enterprise (GSE) that plays a crucial role in the U.S. housing market. With more than 25 years in data strategy, architecture, engineering, management and operations, he is a pioneer in enterprise data management. Notably, Dr. Magruder invented the GLUE.ID, the blockchain’s first global authoritative, resolvable Identity Token, and the Noetic Master Model, the first ISO 8000-certified enterprise financial risk management model. He is also the main architect behind the Noetic Elastic Data Platform, a cloud-native system designed to dynamically adjust its computing and storage resources up or down, in or out, in response to changing data workloads and user demands, providing on-demand capacity and scalability. At SAIC, Justin drove the Enterprise Data Strategy, implementing Data Lakehouse and Agile DataOps solutions to support AI, Zero Trust, and Information Governance, supporting agencies in the federal, state and local government, and several commercial firms in heavily regulated industries. Previously, he founded Noetic Partners, serving financial services clients around the world, and held leadership roles at J.P. Morgan, Deutsche Bank, Merrill Lynch, and UBS, enhancing data-driven investment strategies and financial risk management. Justin developed GLUE.ID to improve counterparty and operational risk management in global markets and the Noetic Master Model to enhance investment evaluation and risk analytics. He also developed a benchmark for mortgage industry data during the credit crisis and conducted quantitative analysis on credit ratings quality for a global banking consortium. He holds a BA from Colorado College, an MBA in Finance from Columbia University, and a PhD in Computer Science from the University of Arkansas. Justin serves on advisory boards for the NSF’s EPSCoR DART program and advises ISO Technical Committees for AI, automation, and financial services.

Dr. John Talburt, PhD Partner IQCP, CDMP, Acxiom Chair of Information Quality and Director of the Information Quality Graduate Program, UA Little Rock John R. Talburt, PhD, IQCP, CDMP, is the Acxiom Chair of Information Quality and Director of the Information Quality Graduate Program at the University of Arkansas at Little Rock. Previously, he led the Data Research and Development group for Acxiom Corporation where he implemented their Total Data Quality Management program. He is a member of the U.S. Technical Advisory Group (TAG) to the International Organization for Standardization (ISO) in data quality, and Lead Data Governance Consultant for Noetic Partners. He is an inventor for several patents related to customer data integration and the author of numerous research papers on information quality and entity resolution. His books include “Entity Information Life Cycle for Big Data: Master Data Management and Information Integration” (Morgan Kaufmann, 2015), “Entity Resolution and Information Quality” (Morgan Kaufmann, 2011), “Data Engineering: Mining, Information and Intelligence” (Springer, 2010), and “Information Quality and Governance for Business Intelligence” (IGI Global, 2014).
